- Overview

Critical materials are natural resources and processed elements essential for defense systems, advanced electronics, and energy infrastructure, but face high risks of foreign supply chain disruption. 

The U.S. Geological Survey tracks over 50 critical minerals - including rare earth elements, lithium, cobalt, and gallium - that underpin modern military hardware and economic safety. 

1. Key Defense and Tech Applications:

  • Rare Earth Elements (REEs): Neodymium and dysprosium are vital for precision-guided missiles, jet fighter engines, radar systems, and night-vision goggles.
  • Gallium & Germanium: Essential components in high-frequency microelectronics, semiconductor manufacturing, and advanced military radar.
  • Lithium, Cobalt & Graphite: Core components for heavy-duty military and civilian energy storage, vehicle fleets, and secure communications gear. 
  • Antimony: Used heavily in lead-acid batteries, ammunition primers, night vision devices, and flame retardants.

 

2. Supply Chain Vulnerabilities:

  • Foreign Monopolies: Adversarial nations - chiefly China - control up to 90% of global processing and refining capacity for critical minerals and rare earths. 
  • Weaponization of Exports: Export restrictions on heavy rare earths and raw metals create severe downstream vulnerabilities for domestic manufacturing and defense production. 
  • Vulnerability to Shocks: The lack of swift commercial substitutes makes sudden blockages a direct threat to readiness.

 

3. Strategic U.S. Countermeasures:

  • Domestic Production: Federal funding pushes to expand local extraction, recycling, and commercial-scale refining through programs managed by the U.S. Department of Energy.
  • Stockpiling: Initiatives like Project Vault and Defense Logistics Agency operations aim to secure federal and private-sector reserves against market cutoffs. 
  • Defense Production Act: Executive actions utilize emergency authorities to build domestic processing capacity and restrict strategic exports.
